C-DAC of India: Advancing Hybrid Quantum Computing via Strategic International Collaborations

Rigetti Computing, Inc. and India’s Centre for Development of Advanced Computing (C-DAC), an R&D agency under the Ministry of Electronics and Information Technology, have announced an MOU. This partnership intends to investigate the joint creation of hybrid quantum computing platforms to assist government labs and universities conducting research and development on quantum computing throughout India. This strategic alliance demonstrates how C-DAC is essential to the development of India’s electronics and IT, especially in the areas of quantum and hybrid computing, and how it significantly advances the country’s technical advancement.

C-DAC is a well-known leader in India’s advanced computing market, and its broad experience in high-performance computing (HPC) solutions accounts for its national relevance. The ability to blend quantum processing capabilities with traditional supercomputing is essential for hybrid computing. According to C-DAC Director General Shri. E. Magesh, the organization’s leadership in HPC is a significant advantage being brought to this partnership. Fundamentally, C-DAC powers India’s strategic capabilities in a number of important, cutting-edge technologies.

As the lead organization for the Government of India’s ChipIN program, C-DAC has a central position in its national mandate. The goal of this important national program is to strengthen domestic semiconductor design capabilities, which are thought to be crucial for attaining national self-reliance and maintaining long-term technological sovereignty.

The collaboration with Rigetti creates a special and worthwhile chance to jointly develop cutting-edge cryogenic electronics, directly supporting and aligning with the ChipIN mission. India’s competitive position in the quickly changing global technological arena is improved by this method, which amply illustrates C-DAC’s proactive policy of utilizing international collaborations to build and embed indigenous capabilities as well as acquire technology. The ChipIN program’s particular co-development prospect was specifically noted by Dr. S D Sudarsan, Executive Director of C-DAC Bangalore.

C-DAC Director General Shri. E. Magesh outlined the overarching goal: “Our collaboration with Rigetti is a critical step towards creating domestic cryogenic electronics, ensuring access to advanced processor manufacture, and producing superconducting quantum hardware. This collaboration is expected to strengthen India’s leadership in next-generation technologies by promoting significant developments in electronics and IT. C-DAC Bangalore Executive Director Dr. S D Sudarsan went on to say that the partnership will “drive innovation in electronics and information technology, particularly in quantum and hybrid computing, contributing meaningfully to the nation’s technological progress.”

This strategic alliance dramatically highlights C-DAC’s hard work, which is in line with India’s broader goal of technical independence and world leadership. The development of solutions for complicated issues that are currently outside the scope of traditional computing is being actively facilitated by C-DAC’s unwavering focus on quantum and hybrid computing.

India is a major player in this global technological race because to C-DAC’s proactive engagement, which comes against the backdrop of growing government investments in quantum computing, which are expected to reach $1.8 billion in 2024 (66% of total investments) and already surpass $10 billion in early 2025. As a vital national asset guiding the country through the revolutionary landscape of next-generation computing, C-DAC is carefully droughting a strong and forward-looking strategy for India’s technological future by strategically combining domestic development initiatives with strategic access to international expertise.

C-DAC is essentially a cornerstone of India’s digital and technological future, much like a national space agency plans the construction of satellites, rockets, and mission control centers to facilitate space travel. From developing quantum processing units and the complex cryogenic systems that house them from the ground up to devising more comprehensive plans for incorporating these potent new instruments into already-existing high-performance computing environments, C-DAC is constructing the corresponding infrastructure for advanced computing.

In collaborations such as the one with Rigetti, C-DAC is not only acquiring technology but also strategically developing the infrastructure, talent, and knowledge required for India to autonomously navigate and lead the hybrid quantum computing frontier, guaranteeing the country’s ongoing technological advancement and competitive edge.
