According to a major analysis of military developments around the world, the U.S. Department of Defense has disclosed that Beijing is advancing quantum computing at a rapid pace, viewing the technology as a key to future industrial supremacy and national security. According to the findings, which were presented to Congress as part of the 2025 China Military Power Report, China’s leadership believes that the foreign environment is becoming more unstable and is willing to “fight to the end” to protect its interests and development objectives.

A Strategy of Top-Down Prioritization

China’s aspirations for quantum technology are integral to national strategic goals, such as the 14th Five-Year Plan, and extend beyond a series of isolated laboratory achievements. Massive governmental backing and a program of “Military-Civil Fusion,” which purposefully combines the military and civilian technological industries, are the driving forces behind this top-down prioritization. Beijing hopes to expedite the development of dual-use technology with immediate and significant military applications, such as specialized radar, navigation, and sensing systems, by dismantling the barriers between these industries.

Beijing and several local governments have put in place extensive initiatives targeted at talent development and the standardization of quantum information technology in order to facilitate this explosive growth. The creation of dedicated quantum industry pilot zones is one of these initiatives to translate theoretical discoveries into useful, scalable industrial and military instruments.

Leading the Way in Unbreakable Communication

China’s leadership in quantum communication, particularly Quantum Key Distribution (QKD), is one of the areas that Western strategic planners are most concerned about. With the launch of the Micius satellite, which has shown that it is capable of worldwide QKD, China has already accomplished a noteworthy milestone.

Creating a worldwide quantum internet that provides genuinely unbreakable communication is the aim of these initiatives. Secure communication is essential to command, control, and intelligence in a modern military setting. If China is successful in developing QKD, it may be able to neutralize a large chunk of Western signals intelligence capabilities by giving its military a communication network that is impervious to traditional eavesdropping or decryption.

Redefining the Battlefield: Computing and Sensing

With a strong emphasis on qubit manipulation and sophisticated simulations, China is catching up to the United States in early quantum computing skills beyond communication. Quantum computers offer the computing power needed for intricate data analysis that could transform strategic planning, even as they also threaten to break existing encryption standards.

China is also advancing radar and quantum sensing at the same time. The current U.S. military advantage in information-centric warfare is intended to be “offset” by these technologies. For example, stealth aircraft that are now undetectable by traditional radio-frequency radar systems may be detected using quantum radar. This “quantum leap” might usher in a new and uncertain era of strategic competition by undermining the technological dominance the United States has enjoyed for decades.

The 2027 Window and Regional Ambitions

According to the Pentagon’s analysis, these technological developments fit into a larger, more assertive military framework. According to reports, Beijing is getting ready for a possible confrontation with Taiwan as early as 2027. China also intends to increase its number of aircraft carriers by 2035 to fulfil its regional aspirations, despite some speculating that its advances in quantum technology may eventually make conventional carrier strike groups more susceptible.

The U.S. administration observes that tensions are rising as a result of these developments. According to the 2025 report, Beijing believes that the current state of the world is “threatening to China’s national interests,” which has led to a spike in investment to keep China on par with or even better than the United States in the physical and digital spheres.

The American Response

The seriousness of this technological race has been acknowledged by the US. The Department of Defense invests heavily in talent retention, cybersecurity, and R&D to keep up with Chinese advancements. In order to stop the leakage of vital technologies, the U.S. Senate has introduced defense laws that expressly target China in sectors like biotechnology and investment.
