A fundamental system shift for India’s technological sovereignty, SEALSQ Corp has officially signed a non-binding Memorandum of Understanding (MoU) with the Government of Gujarat and Kaynes SemiCon Private Limited. This agreement opens the door for the creation of the first Secure Semiconductor Design, Test, and Personalization Center in the country, a facility devoted to the important and rapidly developing topic of Post-Quantum Cryptography (PQC).

This ambitious project, which is slated to be developed in Sanand, Gujarat, an industrial powerhouse, is expected to create an astounding 300 million post-quantum safe chips every year. The partnership intends to establish Gujarat as a global hub for next-generation secure hardware while strengthening India’s digital defenses against the impending threat of future quantum computing.

A Fortress Against the “Quantum Apocalypse

Addressing what scientists have dubbed the “quantum apocalypse” is the partnership’s primary goal. This alludes to the rapidly approaching time when quantum computers will be strong enough to crack established encryption techniques like Elliptic Curve Cryptography (ECC) and RSA, which presently safeguard the most sensitive data in the world.

The opportunity for switching to quantum-resistant standards is quickly closing as quantum computing power continues to multiply at an exponential rate. SEALSQ and its collaborators hope to establish a “root of trust” for anything from daily consumer electronics to national military systems by integrating quantum-resistant algorithms straight into semiconductor silicon. This guarantees that the fundamental security of India’s digital infrastructure will not be compromised even in a post-quantum era.

The Sanand OSTP Facility: Onshoring Digital Trust

Operating as an Outsourced Semiconductor Test and Personalization (OSTP) center, the new facility will be integrated within Kaynes SemiCon’s current production complex. In the worldwide supply chain for semiconductors, this is a crucial differentiator. Although a large number of chips are produced worldwide, the injection of unique cryptographic keys, security provisioning, and high-security personalization are frequently carried out abroad.

Potential dangers arise when this delicate procedure is carried out outside of national borders. The Sanand center will guarantee “digital sovereignty” for India by bringing this process onshore, giving the country authority over the most delicate facets of its hardware security. A joint company, tentatively titled SEALKAYNESQ Ltd., will oversee the proposed project, utilizing Kaynes SemiCon’s strong manufacturing skills in addition to SEALSQ’s PQC and Public Key Infrastructure (PKI) experience.

Technological Capabilities and Global Standards

It is anticipated that the proposed OSTP facility will be a technological wonder with capabilities that meet worldwide security standards. The center’s salient characteristics will be:

  • Common Criteria-Compliant Testing: To make sure that hardware satisfies the strictest international security standards, the facility will carry out thorough security testing.
  • Cryptographic Key Injection: A crucial step in stopping hacking and counterfeiting, this technique entails safely inserting distinct identities into chips at the hardware level.
  • PKI Provisioning: The center will guarantee the integrity of the “Internet of Things” by facilitating safe, encrypted connection between servers and IoT devices.
  • Post-Quantum Enablement: To ensure compatibility with upcoming international security protocols, hardware will be specially designed to execute NIST-standardized quantum-resistant algorithms.

The yearly capacity of 300 million units is designed to support a variety of high-stakes industries. These chips will shield self-driving cars against remote hacking efforts in the automotive sector. They will protect the electrical grid from cyber-physical threats in the field of smart energy. The facility provides a future-proof barrier for military data and sensitive intelligence for the defense industry.

Strategic Autonomy and “Make in India 2.0”

The Honourable Deputy Chief Minister of Gujarat, Shri Harsh Rameshbhai Sanghavi, was present during the signing ceremony. His presence demonstrated the state’s determined efforts to take the lead in the India Semiconductor Mission and establish Gujarat as a key location for cutting-edge manufacturing. According to industry analysts, this move is about strategic autonomy more than just manufacturing.

India lessens its dependency on foreign supply chains for its most delicate industries, such as government communications, vital infrastructure, and the telecoms sector, by localizing the design and customization of secure semiconductors.

Moreover, the project is a perfect fit with the national government’s “Atmanirbhar Bharat” (Self-Reliant India) and “Make in India” efforts. The facility is anticipated to get finance from a combination of government incentives under Gujarat’s semiconductor policy, private sector funding, and direct investment from SEALSQ. This kind of public-private partnership is intended to maintain global competitiveness while expediting execution and guaranteeing long-term sustainability.

Economic Impact and the 2026 Vision

The partners are gaining access to one of India’s most advanced industrial corridors by selecting Sanand. Sanand, which is already home to significant tech and automotive companies, is predicted to develop into a post-quantum semiconductor hub, generating high-value employment opportunities for researchers, engineers, and cybersecurity specialists. It is anticipated that this inflow of specialized expertise will increase Gujarat’s GDP and solidify its standing as a leader in the world of technology.

Given that SEALSQ has declared 2026 to be the “Year of Quantum Security,” the timing of this announcement is especially important. The importance of this shift has been emphasized by Carlos Moreira, Chairman and CEO of SEALSQ: “Traditional cryptographic techniques are becoming more and more susceptible as quantum computers develop. The partnership in India guarantees that the nation’s digital infrastructure is leading the way rather than merely catching up.

A Blueprint for the Future

India’s shift away from basic commodity silicon manufacture and toward customized, high-security post-quantum devices represents a major shift in the global semiconductor industry. The creation of the SEALKAYNESQ project provides a model for how countries might safeguard their digital futures at a time of unparalleled processing capacity.


India is creating a “quantum shield” that will safeguard its economy and national security for many years to come by fusing the post-quantum hardware know-how of SEALSQ, a division of cybersecurity leader WISeKey International Holding AG, with the industrial might of Kaynes SemiCon and the institutional backing of the Gujarat government.
